 East China's Zhejiang Province on Monday upgraded its emergency response for typhoons to Level II, the second-highest, as it braces for Typhoon Hagupit, the fourth this year.

   The center of Hagupit was spotted in waters 245 km southeast of Cangnan County in the province at 3 p.m. on Monday, moving northwest at 25 kph, according to the provincial emergency management department.

   The typhoon is expected to make landfall near the province's southeastern coastal areas between Wenling City and Cangnan County between Monday night and early Tuesday.

   Meteorological authorities in Zhejiang have warned of strong tides and winds, as well as secondary disasters such as mountain torrents and landslides caused by downpours brought on by the typhoon.
